(1) In order to maintain cleanliness, fairness, transparency and fear-free environment in the election, the Commission may make a code of election conduct in accordance with Section 22 of the Act to be applicable to all elections conducted by the Commission or to be applicable only in respect of any election.

(2) The Commission may monitor and investigate whether the election code of conduct as per sub-rule (1) has been followed or not.

(3) Monitoring and investigation according to sub-rule (2) For this, the Commission may appoint monitors and monitoring teams.

(4) If someone violates the election code of conduct as per sub-rule (1), any person may file a complaint before the Commission, election officer, monitors or monitoring teams as per schedule-4. .

(5) If anyone is found to have violated the election code of conduct through the monitoring report submitted as per sub-rule (3), the complaint made as per sub-rule (4) or any other means, the commission shall impose a fine as per section 23 of the Act.
